    YESTERDAY (FRIDAY), IN CAIRO, ON THE LAST FULL DAY OF HIS VISIT TO THE UNITED ARAB REPUBLIC, MR. CHOU EN-LAI GAVE THE FIRST PRESS CONFERENCE OF HIS AFRICAN TOUR.

    ON THE APPARENT RIFT BETWEEN THE PEOPLE'S REPUBLIC OF CHINA AND THE SOVIET UNION, HE SAID THE TWO COUNTRIES STOOD SHOULDER TO SHOULDER AND ARM TO ARM" IF ANYTHING SHOULD HAPPEN. HE WARNED THE WESTERN WORLD THAT THE RIFT WAS NOT PERMANENT AND SPECIFICALLY REAFFIRMED THE 1950 TREATY OF FRIENDSHIP AND CO-OPERATION BETWEEN THE TWO COUNTRIES.

    MR. CHOU EN-LAI SAID THERE WERE SERIOUS DIFFERENCE BETWEEN THE CHINESE AND SOVIET COMMUNIST PARTIES ON MARXIST-LENINIST PRINCIPLES. BUT HE WAS SURE A SOLUTION WOULD BE REACHED.

    HE SIDESTEPPED A REPORTER WHO SAID THAT THE N.A.T.O. MINISTERIAL MEETING IN PARIS THIS WEEK HEARD THAT CHINA WOULD TEST AN ATOMIC DEVICE WITHIN A YEAR. "I KNOW NOTHING ABOUT IT. I ADVISE YOU TO ASK THE MINISTER WHO MADE THE REPORT TO N.A.T.O. IT IS NEWS TO ME", HE SAID.

    ON THE NUCLEAR TEST BAN TREATY, MR. CHOU EN-LAI REITERATED CHINA'S OPPOSITION SAYING THAT IT WAS DESIGNED TO LET THE BIG POWERS PERPETUATE NUCLEAR MONOPOLY AND THAT FAR FROM DECREASING THE DANGER OF NUCLEAR WAR, IT HAD INCREASED IT.

    HE CONFIRMED CHINESE SUPPORT FOR THE COMMUNISTS IN SOUTH VIETNAM AND SAID THAT CHINA WAS DUTY BOUND TO SUPPORT OTHER "DEMOCRATIC REVOLUTIONS IN ASIA, AFRICA, AND LATIN AMERICA."
    RELATIONS WITH AMERICA, HE SAID, WOULD NOT IMPROVE WHILE THE UNITED STATES OCCUPIED TAIWAN AND THE UNITED STATES SEVENTH FLEET OCCUPIED THE TAIWAN STRAITS.

    HE CALLED FOR DIRECT NEGOTIATIONS WITHOUT PRE-CONDITIONS BETWEEN INDIA AND CHINA TO SOLVE THEIR BORDER DISPUTE.

    THE CHINESE PREMIER SAID THAT HIS TOUR WOULD CARRY HIM THROUGH ALGERIA, MOROCCO, AND ALBANIA. AFTER THAT HE WOULD CONTINUE TO GHANA, MALI, AND GUINEA, THEN POSSIBLY TO SUDAN AND SOME COUNTRIES IN SOUTHERN ASIA.
