    Western hemisphere Foreign Ministers began crucial debate in Quito, capital of Ecuador, on Friday (8 November) which could put an end to the isolation of Cuba and lead to improve relations with that country.

    During a five-day meeting the Foreign Ministers and delegates of the 23-Nation Organisation of American States (DAL) will decide whether to repeal the trade and diplomatic sanctions imposed on Cuba after it was expelled from the OAS in 1962.

    Since then, conditions have so much changed that Venezuela, the main Latin American opponent of Cuba in the nineteen-sixties, is now joining Colombia and Costa Rice in sponsoring both the Conference and the proposal to lift the sanctions.

    The Friday session of the OAS heard an opening speech by President Guillermo Rodriguez of Ecuador and unanimously elected Ecuador's Foreign Minister Dr. Antonio Paredes, Chairman of the Conference.
