    A document was signed in London on Wednesday (15 November 1978) which formalizes a major agreement between China and Britain. China's Vice-premier Wang Chen and Britain's Foreign Secretary David Owen signed the agreement.

    SYNOPSIS: The Chinese Vice-Premier was nearing the end of his ten day visit to Britain -- a visit concentrating on the prospects of increased trade between the two countries.

    The agreement which he signed at London's Lancaster House covers cooperation in a wide range of commercial and industrial field. It puts a special emphasis on science and technology. Foreign Minister Dr. Owne says the agreement will be seen in ten year's time as the foundation for a much closer trading and industrial relationship between Britain and China. The agreement is aimed at encouraging visits by scientists, scholars and industrialists between the two countries.

    Vice-Premier Wang Chen is the highest ranking Chinese official to over visit Britain. He has a special responsibility for the armaments industry. And while he was in Britain, he was especially interested in the British made Har??? jump jet. Government officials say he has already outlined to British Aerospace, China's possible requirements for the fighter. Any such sale of advanced Western technology to a communist state has to be screened by COCOM -- a fifteen nation western coordinating committee. Informed sources in London believe COCOM would probably approve the Harrier deal.
