    President Francois Tombalbaye addressed the closing session of the Chad National Assembly in Fort lamy on Saturday, February 14, calling for new moves in 1970 to restructure the administration of the country and the social welfare services; and the need for economic independence through a "decolonisation of the minds of the people of Chad."
    Present at the closing session, apart from the Assembly Members, were the National Political Bureau and the full Government; the Heads of the Social Services; and the members of the Diplomatic Corps. They heard President Tombalbaye congratulate the Assembly for their zeal and wisdom in carrying out their duties - particularly the vote of the 1970 budget.

    The President also added that the youth of the country - Chad's future was not being neglected by the government. And, on the subject of Chad's international politics, President Tombalbaye reaffirmed his government's policy of non-alignment with other ideologies, while maintaining total understanding and cooperation with any nation.
