    SHIPOWNERS AND SHIPPERS FROM 10 EUROPEAN COUNTRIES SIGNED A "NOTE OF UNDERSTANDING" AT THEIR LONDON CONFERENCE TODAY (WEDNESDAY). THE NOTE SETS OUT THE PROCESS OF CONSULTATION IN DEALING WITH GOVERNMENT INTERVENTION IN SHIPPING MATTERS. IT ALSO PROVIDES AN INDEPENDENT PANEL OF REPRESENTATIVES FROM THE SHIPPERS' COUNCILS AND THE SHIPOWNERS TO DEAL WITH COMPLAINTS.

    SIR ERRINGTON KEVILLE, CHAIRMAN OF THE INTERNATIONAL CHAMBER OF SHIPPING, SAID THE "NOTE OF UNDERSTANDING" MADE IT CLEAR THAT EUROPEAN SHIPPERS AND SHIPOWNERS WERE UNITED IN THEIR "FIRM BELIEF THAT THEIR COMMERCIAL RELATIONSHIP CAN BE BEST DEALT WITH BY CONTINUING CONSULTATIONS BETWEEN THE PARTIES CONCERNED."
    IT ALSO AFFIRMED THEIR BELIEF THAT GOVERNMENT INTERVENTION IN THIS FIELD WAS NOT ONLY UNNECESSARY BUT HARMFUL TO INTERNATIONAL TRADE. "WHAT WE ARE DOING IN EUROPE TODAY WILL, WE HOPE, BE NOTED IN OTHER COUNTRIES, PARTICULARLY IN THE UNITED STATES" HE ADDED.

    HE WAS REFERRING TO PRESENT AMERICAN SHIPPING LEGISLATION UNDER WHICH THE UNITED STATES FEDERAL MARITIME COMMISSION CAN DEMAND THE PRODUCTION OF DOCUMENTS OF VESSELS ENGAGED IN UNITED STATES TRADE.
