    The delegates to the 23rd Congress of the Soviet Communist Party assembled at the Kremlin Palace of Congresses fro the morning session on April 4.

    This was the sixth day of the Congress. Mr. Sharaf Rashidov, in the chair, announced that the latest Moon probe, the Luna-10, had entered on orbit around the Moon. Mr. Rashidov read a message to the congress from the scientists who had made this achievement possible. The 5,000 delegates and guests staged a standing ovation for his latest scientific achievement.

    A reply message was read, to be sent by the congress to the scientists, designers and worker who produced the Luna-10. The congress says that this experiment is another step in the peaceful conquest of space, a natural outcome of the growing might of the Soviet Union and the flourishing creative powers of the Soviet Union.

    The hall stood listening to a recording of the Communist Party Anthem, "The International", transmitted to earth from on board the Soviet satellite of the Moon.

    Debates followed on the report for the Central Committee by First Secretary Leonid Brezhnev and on the report of the Central Auditing Committee. The speakers endorsed the party's efforts to increase the living standards of the Soviet people, strengthen the peace, and support national liberation movements. The delegates insisted that the American aggressors in Vietnam be curbed. Those who spoke included Mr. Galanshim, Perm regional leader of the party:
    Gen. Yepishev, Chief of the Army and Navy Political Department; Mr. Kokarev, Krasnoyarsk regional party leader; and dairymaid Lubov Sysoyeva of the Zvenigorod State Farm, Moscow Region.

    A guest delegate, Mr. Villi Pessi, General Secretary of the Finnish Communist Party, condemned American aggressors in Vietnam. He expressed anxiety over the spreading movement in West Germany to avenge the loss of the second world war. Mr. Pessi pointed to a need in such conditions for unity among all progressive elements in the fight against imperialism.

    Portuguese Communist Party General Secretary Alvaro, Kunyal welcomed the internationalism of the Soviet Union Communists. He praised the Soviet Union's aid to people fighting capitalist exploitation and national and colonial enslavement.

    Speakers in the debates included First Secretary Yeshtokin of the Kemerovo Regional Committee of the party; the head of the First Secretary Skochilov. They pointed out that the 23rd Congress was furthering the Leninist principles of leadership in both party and economic activity. They thanked the party and its Central Committee for the tremendous work done.

    Canadian Communist leader William Kashtan urged a stronger fight by the nations in answer to the escalation of America's aggression in Vietnam. He said the Soviet Union's new five-year development plan would be important for all elements working for social progress and national liberation.
