    India's ruling Janata Party appears to have healed the rift within its ranks by taking Charan Singh back into the cabinet as Deputy Prime Minister. Last June, Prime Minister Morarji Desai forced Mr. Singh and his chief lieutenant Raj Nardin, then the Health Minister, out of his cabinet. Mr. Desai accused them of "violating property and the principle of collective responsibility".

    SYNOPSIS: But on Wednesday (24 January) the India President Neelam Sanjiva Reddy administered the oath to Charan Singh. He swore allegiance to the constitution and to the secrecy of his office. Then the President and the new Deputy Prime Minister put their signatures to the appointment.

    A General Secretary of the Janata Party, Mr. Rabi Ray was sworn in as Minister for Health and Family Welfare, replacing Mr. Raj Narain. Another Cabinet Minister to be elevated to the post of Deputy Premier was Defence Minister Jagjivan Ram. The appointments are said to have been worked out by the President of the Janata Party, Chandra Shekhar as part of a package aimed at healing the rifts within his party.

    The appointments are hoped to end Premier Desai's problems over prolonged attempts at reshuffling his cabinet.
