    Supporters of President Jorge Pacheco Areco staged a major rally in the streets of Montevideo on the first of November, marching to the Parliament Buildings.

    There they were greeted from a balcony by Senor Jose Bordaberry, the man who is to be the 52 year-old President's stand-in for the Presidency.

    President Areco must win 51 per cent of the votes in a referendum to be able to amend the Constitution and thus stay in office. Privately his supporters admit he may fail to win the necessary support. In this event his votes in the General Election will go to his stand-in, Agriculture Minister Senor Bordaberry.

    President Areco become Vice-President in 1967, and assumed the Presidency on the death of President Gestido in the same year.

    SYNOPSIS: Election fever has been mounting in Uruguay, with polling due on the 28th of November contesting the Presidency, seats in the Senate and Chamber of Deputies, and in local Departments. In Montevideo on November the First supporters of President Jorge Pacheco Areco stated a major rally in his support, marching to the parliament Buildings. The 52 year-old President is standing for the Presidency again, but must win a referendum held in conjunction with the General election to be able to continue in office. Many members of the ruling Colorado Party say privately they expect to win the election, but they doubt whether the President will get the 51 per cent of the votes necessary to amend the Constitution and continue in office. If be fails to get 61 per cent his votes will automatically go to his stand-in candidate for the Presidency.

    The stand-in, Jose Maria Bordaberry, waved to the pro-Areco demonstrators from the balcony of the Parliament Building. His nomination as substitute candidate has aroused anger in some sections of the Colorado Party, and several Government officials resigned their posts over the choice. Senor Bordaberry, Minister of Agriculture in the Areco Administration, is a rancher who, it is thought, might attract tv country vote. He angered Colorado party members by switching to the opposition Blanco party for a time 15 years ago, Thus far President Pacheco himself has made no appearance on election platforms. He is a retiring man who may not step into the campaign until the final few days before the election.
