Background: The Portuguese Foreign Minister, Dr. Mario Soares, arrived at Carthage Airport, near Tunis, on Wednesday (6 November), for an official four-day visit. On his arrival, he told newsmen that he would probably be discussing problems of mutual interest between Portugal and Tunisia.
Asked whether he would meet the leader of any of the Angolan liberation movements during his stay, Dr. Soares said he was "open to all sorts of contacts".
There had been speculation in Tunisian political circles recently that the Portuguese Foreign Minister might use the visit to meet leaders of the National Front for the Liberation of Angola (FNLA), led by Mr. Holden Roberto. A Portuguese Foreign Ministry spokesman in Lisbon had declined to say whether any meeting would take place.
Dr. Soares was met at the airport by the Tunisian Foreign Minister, M. Habib Chatti, and the two ministers were expected to start their talks immediately.
Dr. Soares was accompanied by officials from the Portuguese ministries of Finance, Economy, and Environment. The following day he was expected to meet President Habib Bourguiba, and the Tunisian Prime Minister, M. Hedi Nourira.
