    INTERVIEWER: "YOU ACHIEVED SOMETHING OF A PERSONAL TRIUMPH BY BECOMING THE FIRST CABINET MINISTER TO HAVE TALKS WITH THE CHINESE PRIME MINISTER, MR. CHOU EN-LAI. NOW, WHAT DO YOU THINK IS GOING TO COME OUT OF THOSE TALKS?"



    MR. JAY: "I HOPE BETTER AND MORE REGULAR RELATIONS BETWEEN THE TWO GOVERNMENTS. UP TO NOW, NOT MERELY HAVE WE DISAGREED ON A NUMBER OF MATTERS, AS EVERYONE KNOWS, BUT WE HAVE HAD VERY FEW DIRECT CONVERSATIONS. I THINK IT IS BETTER, AND MY COLLEAGUES AGREE WITH THIS, THAT EVENT THOUGH WE DISAGREE, WE SHOULD BE ABLE TO TALK THINGS OVER AND EXCHANGE VIEWS."



    INTERVIEWER: "HOW WILL THIS AFFECT OUR RELATIONSHIPS WITH THE AMERICAN?"



    MR. JAY: "I WOULD HAVE THOUGHT IT WOULDN'T HAVE HAD ANY MAJOR EFFECT ONE WAY OR THE OTHER. WE CONDUCT OUR TRADE WITH CHINA, ENTIRELY ON THE BASIS OF GOODS WHICH ARE NOT ON THE AGREED SO-CALLED "COCOM LIST" OF GOOD WHICH THE WESTERN COUNTRIES AGREE NOT TO TRADE WITH COMMUNIST COUNTRIES."
