    After a breakfast meeting in Paris with the French President, Valery Giscard d'Estaing, United States Secretary of State Henry Kissinger returned to Washington on Wednesday (19 February).

    On his arrival Dr. Kissinger spoke to newsmen at Andrews Air Force base and said that he believed some progress had been made in establishing the framework for further negotiations in the Middle East.

    He repeated that he plans to return to the Middle East in a few weeks to conduct the negotiations. The Secretary of State said he would be reporting immediately to President Gerald Ford, who warned last month that if this final negotiating effort by Dr. Kissinger last month that if this final negotiating effort by Dr. Kissinger failed, the only alternative would be a return to the Geneva conference on the Middle East.

    Meanwhile in Chicago, the Israeli Ambassador to the United States, Simcha Dinitz, commented that Israel was prepared to withdraw from occupied territories, but that it would not do this without a political disavowal of belligerency on the part of Egypt.
