    THE MILITARY AND FINANCIAL PROBLEMS FACING LIBERATION MOVEMENTS IN AFRICA WERE HIGH ON THE LIST OF TOPICS FOR DISCUSSION AT THE 15TH WORKING SESSION OF THE LIBERATION COMMITTEE OF THE OAU. THE SESSION BEGAN IN DAKAR, CAPITAL OF SENEGAL ON TUESDAY (15TH JULY).

    THE SESSION IS MEETING IN THE MINISTRY OF FOREIGN AFFAIRS BUILDING IN DAKAR. ONE OF THE FIRST TASKS WAS TO APPOINT A NEW PRESIDENT AND THE FOREIGN MINISTER OF SENEGAL, M. AMADOU KARIN GAYE WAS CHOSEN BY DELEGATES.

    HE HAD EARLIER WELCOMED THE DELEGATES OF THE 11 MEMBER STATES OF THE COMMITTEE TO DAKAR. HE REMINDED THEM OF THE OBJECTS OF THEIR COMMITTEE, TO BANISH COLONIALISM IN ALL ITS FORMS FROM AFRICA AND TO ENSURE THAT ALL MEN HAD THE OPPORTUNITY TO CHOOSE FREELY THE WAY TO THEIR OWN DESTINY.

    AFTER THE HAD OUTLINED THE ACTIVITIES OF THE LIBERATION MOVEMENTS IN MOZAMBIQUE, ANGOLA AND PORTUGUESE GUINEA, M. KARIM GAYE SAID THAT THE COMMITTEE SHOULD DETERMINE THE ACTUAL PROGRESS ACHIEVED AND CONSIDER THE METHODS AND CHANGES NEEDED TO ACHIEVE ITS OBJECTS.

    HE EMPHASISED THAT SENEGAL HAS RESOLVED TO CONTINUE AID AND ASSISTANCE TO LIBERATION MOVEMENTS UNDER COLONIAL REGIMES. HE ENDED BY SUGGESTING THAT FORCE SHOULD BE REPLACED BY CONCEPTS OF EQUALITY, CO-OPERATION AND CONCERTED STUDY OF THE PROBLEMS.

    THE WORK OF THE COMMITTEE IS PROCEEDING BEHIND CLOSED DOORS. THE AGENDA LISTS A NUMBER OF REPORTS FROM THOSE RESPONSIBLE TO THE COMMITTEE AND FROM THE FIGHTING LIBERATION MOVEMENTS.
