    Background: A TIGHT SECURITY RING OF POLICE WAS REINFORCED YESTERDAY (THURSDAY) AROUND MARLBOROUGH HOUSE, THE VENUE OF THE COMMONWEALTH PRIME MINISTERS' CONFERENCE FOLLOWING A BOMB SCARE.

    THE BOMB SCARE WAS SPARKED OFF YESTERDAY BY AN ANONYMOUS TELEPHONE CALL TO NEW SCOTLAND YARD, THE HEADQUARTERS OF LONDON'S POLICE. SURVEILLANCE OF MARLBOROUGH HOUSE, ALREADY QUITE HEAVY WAS GREATLY INCREASED FOLLOWING THE BOMB THREAT. A THOROUGH SEARCH OF MARLBOROUGH HOUSE BY MILITARY POLICE, WHILE THE CONFERENCE WAS IN SESSION, YIELDED NOTHING AND IT WAS THOUGHT THE BOMB SCARE WAS A HOAX.

    TODAY (FRIDAY) ALL VEHICLES AND PEDESTRIANS ATTEMPTING TO ENTER THE CONFERENCE CENTRE WERE CHECKED BY MILITARY POLICE AND ALL PASSES CLOSELY EXAMINED.

    METROPOLITAN POLICE WERE ON CONSTANT DUTY AT THE TWO MAIN ENTRANCE TO MARLBOROUGH HOUSE ON THE WATCH FOR DEMONSTRATORS OR POSSIBLE ACTS OF VIOLENCE.

    NEARBY, MILITARY POLICE WITH GUARD DOGS MAINTAINED A WATCH ON THE AREA AND A LINE OF POLICE MOTORCYCLES STOOD READY FOR SERVICE IF NEEDED.

    ACROSS THE MALL, IN ST JAMES' PARK, A CATERING SERVICE HAD BEEN ESTABLISHED IN A LARGE MARQUEE TO PROVIDE REFRESHMENTS TO POLICEMEN ON DUTY. THE SERVICE CAN PROVIDE UP TO 400 COOKED MEALS A DAY.
