    The treaty planned to normalise relations between West Germany and Czechoslovakia took a step backwards on Friday (10 August) when West Germany's State Secretary, Paul Frank and Czechoslovak Deputy Foreign Minister Jiri Goetz disagreed over consular representation for West Berlin.

    The two negotiators began meeting in Prague (Czechoslovakia) on Thursday (9 August) to discuss the treaty between the two countries, planned for finality for next month (September).

    But they couldn't agree whether West Germany had a right to provide consular facilities for West Berliners in Czechoslovakia. Bonn wants the actual agreement on diplomatic relations to make clear that the West German Government can provide the facilities for West Berliners. Herr Frank and Mr. Goetz said they'd meet again in Bonn on August 20. Herr Frank said that West German Chancellor Willy Brandt would not come to Prague to sign the goodwill treaty until the outstanding problem was solved.

    SYNOPSIS: Bonn and Prague have already initialled a treaty solving the long dispute over the validity of the nineteen-thirty-eight Munich agreement which had stood in the way of diplomatic relations.
