    Delegates form twenty-two French-speaking countries gathered at Lome, Togo, to discuss matters of common interest in public administration and social affairs. The meeting was organised by the Agency for Technical and Cultural Cooperation (l'Agence de Cooperation Technique et Culturelle), the international French-speaking union.

    The Agency for Technical and Cultural Cooperation has been attacked by many Africans and others as resurgence of colonialism. An editorial in the Togo-Presse insists that Francophonie, as the French speaking countries of the world are called, is a reality; and its main achievement, the creation of the International School at Bordeaux, is a constructive and useful institution.
