The Secretary General of the Organisation of American States Mr Alejandro Orfila, expressed optimism in the United Nations for closer ties between Arab countries and Latin America.

ORFIIA: "One important subject that we discussed there was with the Arab League. In Cairo I visited the Secretary General of the Arab League, Mr Mahmoud Riad, and with him we learned much more from each other of our respective organisations and also determine how two regional organisations could co-operate with each other. One idea that I have and I hope that eventually will be accepted by the governing bodies, at least of my own governing body, the permanent council, in fact I am now presenting a report to them, is the possibility of a dialogue, a dialogue between Latin America and the Arab countries. As you know the Arab countries have advanced two very interesting dialogues, one with Europe and another one with Africa. The one with Africa between developing countries is possibly of great interest to us, and eventually they had two meetings at very high level and eventually came up with a very substantial fund that was voted by the arab countries to co-operate or participate under some parameters of action with the
development of Africa. It's very much in principle and without reaching any sort of an agreement or anything like that because I certainly have to have the authority and the backing from the permanent council organisation we discuss the possibility of a similar dialogue between the Arab countries and Latin America."
