    WEST, GERMAN CHANCELLOR WILLY BRANDT SAID TODAY (WEDNESDAY) THAT HIS COUNTRY WANTED AN EQUITABLE AND LASTING PEACE SYSTEM IN EUROPE WHICH WOULD ALLOW INDIVIDUALS AND NATIONS TO DETERMINE THEIR OWN DESTINY. THE WEST GERMAN LEADER MADE THE STATEMENT DURING A SPEECH AT OXFORD UNIVERSITY WHERE HE WAS PRESENTED WITH AN HONORARY DOCTORATE OF CIVIL LAW.

    THE PRESENTATION WAS MADE IN THE 17TH CENTURY SHELDONIAN THEATRE, THE SCENE OF THE UNIVERSITY'S BIG DEGREE CEREMONIES. THE CHANCELLOR WAS DRIVEN TO OXFORD THROUGH BLINDING SNOW AFTER A FAREWELL, INFORMAL LUNCH WITH PRIME MINISTER HAROLD WILSON AT DOWNING STREET.

    BEFORE THE LUNCHEON MR BRANDT HAD A MEETING AT THE WEST GERMAN EMBASSY WITH OPPOSITION LEADER EDWARD HEATH.

    THE SNOW WHICH CARPETED MOST OF BRITAIN TODAY FORCED SLIGHT CHANGES IN HIS PLANS. A STANDBY DEPARTURE WAS WORKED OUT WHICH WOULD HAVE MEANT MR BRANDT COULD HAVE FLOWN BACK TO WEST GERMANY FROM NORTHOLT INSTEAD OF HEATHROW AIRPORT IF NECESSARY.

    THE CHANCELLOR FLEW BACK TO BONN TONIGHT HAVING REACHED A LARGE MEASURE OF AGREEMENT WITH BRITISH MINISTERS ON A NUMBER OF ISSUES.
