    IMMIGRATION OFFICIALS, WITH POLICE GUARDING THEIR OFFICES, WERE ISSUING TWO-YEAR RESIDENCE PERMITS TO THOSE WITH VALID PASSPORTS, HOLDING LETTERS INDICATING THEY WERE GAINFULLY EMPLOYED, AND HAVING NO CRIMINAL RECORD.

    AN ESTIMATED TWO MILLION AFRICANS WOULD HAVE BEEN AFFECTED BY THE EXPULSION ORDER AIMED AT REDUCING THE NUMBER OF UNDESIRABLE ALIENS IN THE COUNTRY.

    BUT ON TUESDAY (2 DEC) THE DEADLINE DAY EXTERNAL AFFAIRS MINISTER VICTOR OWUSU ANNOUNCED A LAST MINUTE REPRIEVE IN THE FORM OF NEW LESS STRINGENT QUALIFICATIONS. THE MAJORITY OF THOSE AFFECTED WERE FROM UPPER VOLTA AND NIGERIA.
