    STEWART: "The charge against Angela Otaola forestalled an application before the Lord Chief Justice, Lord Widgery, for a writ of Habeas Corpus on her behalf. It was entered by her twenty-two-year-old sister, Gloria Otaola, on the grounds that Angela had been held incommunicado for three days while helping police with their enquiries. Lord Widgery immediately allowed the application to be withdrawn. This avoided an imminent confrontation with police on the extent of their powers in cases like this. Recent legislation has differentiated between the length of time a suspected person may be held without charge in cases under the Prevention of Terrorism Act and others."



    ELPHICK: "This is where he was last seen in Paris...and where he shot and killed two security men and their Lebanese informer a week ago. It's a two-roomed apartment just round the corner from the Serbonne University. Patches of blood are still clearly visible. Afterwards, Carlos just vanished to another hideout.... thought to be in the same district. The police are keeping the location strictly secret, though.....hoping they'll be led to more members of the gang. This is a complete arsenal of terrorist weapons: machine guns, pistols, grenades and explosives. The police believe that the Carlos affair is part of a much wider plot. Carlos himself is a very big fish indeed...but the picture French police are piecing together is of a complete "terrorist international". The police here in France are fully on the alert, and the official reticence could be part of the tactics while investigations are coordinated with Scotland Yard...and with the other police forces of Europe."

    Background: Police in London on Friday (4 July) charged a 23-year-old Spanish waitress, Miss Angela Otaola, with possessing firearms after the discovery in her Bayswater flat of an arms cache believed to be linked with an international guerrilla network.

    The charge against Miss Otaola forestalled an attempt by her sister, Gloria Otaola, to bring a writ of Habeas Corpus against the police. Miss Angela Otaola was closely questioned for three days before being charged.

    Her boyfriend, Mr. Barry Woodhams -- who reported the arms cache to the police -- was released by police shortly before Miss Otaola was charged. British police are now working closely with French police who believe that the man who left the arms with Miss Otaola -- a Brazilian known as Carlos Martinez -- was the assassin who killed two French counter-espionage agents and a Lebanese informer in Paris last week.

    Martinez -- dubbed the "Jackal" by British newspapers -- is also believed to be part of a network of guerrillas in Europe -- with contacts in at least ten countries. Meanwhile, police throughout Britain are watching airports and ports in the hunt for Martinez, whom they believe uses London as the base for his activities.
