    NOT ALL THE VICTIMS OF WAR RECEIVE THEIR SCARS ON THE BATTLEFIELD. AND IN VIETNAM A SERIOUS SOCIAL PROBLEM IS POSED BY THE PLIGHT OF THE MOST INNOCENT VICTIMS -- THE HUNDREDS OF THOUSANDS OF CHILDREN MADE HOMELESS BY THE VIETNAM CONFLICT. OF THIS VAST NUMBER, ONLY ABOUT 20-THOUSANDS CHILDREN ARE RECEIVING CARE FROM REGISTERED GOVERNMENT AND SEMI-GOVERNMENT HOMES AND INSTITUTIONS. ONE OF THE MOST AMBITIOUS SCHEMES TO ACCOMMODATE WAR ORPHANS AND ABANDONED ILLEGITIMATE CHILDREN IS A VILLAGE, ESTABLISHED IN A RURAL SETTING EAST OF SAIGON. THE VILLAGE, FOUNDED TWO YEARS AGO BY A GROUP OF BUDDHIST MONKS AND NUNS, TODAY PROVIDES SHELTER AND EDUCATION FOR NEARLY 1,800 CHILDREN, FROM INFANTS TO TEENAGERS.

    THE SETTLEMENT, SIMPLY CALLED "ORPHANS VILLAGE', IS IN MANY WAYS A UNIQUE INSTITUTION. THE CHILDREN FOLLOW TWO RELIGIOUS FAITHS, PRAYING EQUALLY TO BUDDHA AND TO CHRIST IN THE CONVICTION THAT BOTH ARE CONCERNED WITH THEIR WELFARE. THE CHILDREN ARE TAUGHT TO BE INDEPENDENT, AND MANY OF THE JOBS AROUND THE VILLAGE ARE UNDERTAKEN BY THE INMATES THEMSELVES -- THEY GROW VEGETABLES; CUT THEIR OWN HAIR, MAKE THEIR OWN CLOTHES AND CARRY OUT BUILDING WORK OF THE SETTLEMENT.

    THE CHILDREN ARE INSTILLED WITH AN ATTITUDE OF TOLERANCE AND ACCEPTANCE THAT PEOPLE ARE DIFFERENT. THERE IS NO DISTINCTION MADE BETWEEN CHILDREN OF DIFFERENT RELIGIONS, PARENTAL BACKGROUNDS OR WHETHER THE ARE FROM SOUTH OF NORTH VIETNAM. MANY OF THE INMATES ARE THE CHILDREN OF AMERICAN SERVICEMEN AND VIETNAMESE GIRLS, BUT DESPITE THEIR PHYSICAL DIFFERENCE TO VIETNAMESE CHILDREN THEY ARE ACCEPTED AS EQUALS BY THE OTHER ORPHANS AND THOSE RESPONSIBLE FOR THE VILLAGE.

    THE CHILDREN AT THE VILLAGE ARE ALSO GIVEN AN EDUCATION, AND THOSE WHO SHOW THE ABILITY ARE TAUGHT TRADES, SUCH AS WEAVING, SEWING, PAINTING AND WATCH MAKING. THESE TRADES, ALTHOUGH FAIRLY SIMPLE, EQUIP THE OLDER CHILDREN WITH A USEFUL SKILL SO THEY CAN DEFEND FOR THEMSELVES WHEN THEY LEAVE THE VILLAGE.

    MEDICAL FACILITIES AT THE VILLAGE ARE PROVIDED BY THE THAI ARMY, AND DOCTORS VISIT THE SETTLEMENT REGULARLY TO INSPECT AND TREAT THE CHILDREN. ADHERING RIGIDLY TO THE VILLAGE CHARTER, WHICH STATES 'ANY ORPHAN WILL BE ADMITTED' THE CAMP OFFICIALS HAVE ESTABLISHED A SPECIAL SECTION TO HOUSE CHILDREN SUFFERING FROM CONGENITAL PHYSICAL AND MENTAL ABNORMALITIES, INCLUDING CRIPPLES, SPASTICS AND THOSE MENTALLY DEFICIENT.
