Background: The Israel cabinet met this morning for its regular weekly meeting to discuss problems of timing, which have arisen over the signing & implementation of the Interim Agreement with Egypt. Premier Ribbon probably decided to propose that the military protocol be only initialled tomorrow at Geneva, with the final signing deferred until the US Congress has approved the pact. This may also delay the sending of a trial Israeli cargo through the Suez Canal. The Congress approval has been a sine qua non of the Interim Agreement. Passage of cargoes through the Suez Canal on the other hand will have to pr??? Israel's implementation of the Interim Agreement, according to the mutual decisions made during the negotiations. - Most likely FM Igal Allon will also get last minute directives from the cabinet in connection with his forthcoming visit to the USA, whilst Mr. Peres is said to have reported over the weekend to PM Ribbon on his talks in Washington in connection with Israel's arms shopping list.
