THE CONFERENCE, ATTENDED BY REPRESENTATIVES OF THE TREATY'S FULL MEMBERS, BRITAIN, TURKEY, IRAN AND PAKISTAN, AND MAIN COMMITTEE MEMBER UNITED STATES, BEGAN YESTERDAY (MONDAY) WITH A FORMAL OPENING, FOLLOWED BY A CLOSED SESSION.

    THE ORGANISATION'S WATCH-DOG ROLE IN THE SECURITY OF THE AREA WHICH IT COVERS WAS STRESSED BY BOTH THE BRITISH DELEGATE. FOREIGN MINISTER MR. MICHAEL STEWART, AND UNITED STATES SECRETARY OF STATE MR. WILLIAM ROGERS.

    THE TURKISH FOREIGN MINISTERS, IHSAN SABRI CAGLAYANGIL, AGREED THAT CENTO CONTINUED TO SERVED THE CAUSE OF PEACE AND STABILITY IN THE REGION, BUT DOUBTS ON THE ORGANISATION'S MILITARY SIGNIFICANCE WERE VOICED BY THE IRANIAN FOREIGN MINISTER, MR. ARDESHIR ZAHEDI.

    PAKISTAN, REPRESENTED BY ITS AMBASSADOR TO TEHERAN, MR SHAH NAWAZ, HAS MAINTAINED A POLICY OF TAKING A BACK SEAT IN THE ALLIANCE'S ACTIVITIES.

    CENTO WAS FORMED 14 YEARS AGO AS A MIDDLE EAST DEFENSIVE ALLIANCE BUT HAS IN RECENT YEARS CONFIRMED ITSELF TO ECONOMIC CO-OPERATION FOLLOWING RELATIONS BETWEEN SOME OF ITS MEMBERS AND EASTERN EUROPE.

    SUBJECTS DUE FOR DISCUSSION AT THE CONFERENCE -- THE 16TH TO BE HELD -- INCLUDE THE MIDDLE EAST SITUATION, THE IRAN-IRAQ DISPUTE OVER THE SHATT EL-ARAB WATERWAY, THE PERSIAN GULF'S FUTURE AFTER BRITAIN'S WITHDRAWAL IN 1971, A PROPOSED FEDERATION OF PERSIAN GULF EMIRATES, AND MEDITERRANEAN PROBLEMS.
