    SPEAKING AT HIS FIRST PUBLIC PRESS CONFERENCE SINCE HIS ARRIVAL IN SAIGON JUST OVER A MONTH AGO, GENERAL TAYLOR REASSERTED UNITED STATES PREPAREDNESS TO RESPOND TO COMMUNIST NORTH VIETNAM AGGRESSION AT ANY LEVEL.

    GENERAL TAYLOR BEGAN HIS PRESS CONFERENCE WITH A PREPARED STATEMENT IN WHICH HE GAVE THE BACKGROUND OF THE PRESENT MILITARY AND POLITICAL SITUATION IN THE AREA. HE SAID AMERICA DID NOT WISH TO ACQUIRE TERRITORY OR ESTABLISH PERMANENT MILITARY BASES IN SOUTH VIETNAM.

    IN ANSWER TO QUESTIONS, GENERAL TAYLOR SAID HE DID NOT NECESSARILY EXPECT ANY COMMUNIST RETALIATION AGAINST LAST WEEK'S AMERICAN AIR STRIKES AT NORTH VIETNAMESE TORPEDO BOAT BASES.
