Senegal's President Leopold Senghor called for the development of the community from Nouakchott to Kinshasa or even Luanda when the second summit conference began on Thursday (8 April).

The meeting approved a five million pound sterling budget for the community's development fund for this year and chose President Sangoule Lamizana of Upper Volta as the new chairman of the CEAO.

President Seyni of Niger was unable to attend the meeting because of a meeting with the Algerian and Libyan presidents.
