    Background: President Kennedy opened a conference of NATO chiefs in the State Department, Washington, April 10.

    The conference chairman, Lord Louis Mountbatten, British Defence Chief; U.S. General Lemnitzer, chairman of the U.S. Joint Chiefs of Staff; and U.S. General Lauris Norstad, Nato Commander, greeted the President.

    In a public speech, the President pledged U.S. support for increasing NATO's conventional weapons. He said NATO was at a turning point in its military planning. The conventional capability of the ground forces would have to be strengthened to resist an attack long enough to enforce a pause.

    "To this end we ourselves mean to maintain our own divisions and supporting units in Europe and to increase their conventional capabilities," the President said.

    The conference - of the NATO military committee - then went into the first of a series of secret talks aimed at increasing NATO's power to meet provocations without resort to nuclear weapons.
