    WITH THE ANNOUNCEMENT LAST WEEK BY THE GHANAIAN GOVERNMENT THAT ALL NON-AFRICAN AND AFRICAN ALIENS WOULD BE REQUIRED TO LEAVE GHANA BY DECEMBER 2ND IF THEY DO NOT HOLD VALID RESIDENCE PERMITS, THOUSANDS OF PEOPLE HAVE BEEN FLOCKING TO THEIR DIPLOMATIC MISSIONS TO OBTAIN TRAVEL CERTIFICATES.

    THOUSANDS HAVE BEEN QUEUEING AT THEIR EMBASSIES AND HIGH COMMISSIONS EVERY DAY, AND IT IS ESTIMATED THAT 2,000,000 WILL HAVE MADE APPLICATIONS BEFORE THE TERM IS UP - MOST OF THEM AT THE NIGERIAN HIGH COMMISSION AND THE EMBASSIES OF UPPER VOLTA AND TOGO.

    ALTHOUGH SOURCES AT THE INTERIOR MINISTRY HAVE SAID THAT THE MOVE IS AN EFFORT TO HASTEN THE GHANAIANISATION OF CERTAIN SECTORS OF THE ECONOMY, SEVERAL OF THE DIPLOMATIC MISSIONS HAVE SAID THAT THE SITUATION IS FAR FROM CLEAR AND THAT THEY HAVE NOT BEEN OFFICIALLY INFORMED OF THE MOVE - WHICH WAS ANNOUNCED IN THE LOCAL PRESS. APART FROM THE CONFUSION, ANOTHER MAJOR SOURCE OF COMPLAINT HAS BEEN THE SHORTNESS OF THE TIME ALLOWED BETWEEN THE ANNOUNCEMENT AND THE DATE OF ITS IMPLEMENTATION.
