TRANSCRIPT: SEQ. 2: REPORTER: "Mr Secretary, the Soviet Government has flatly denied that Russian-manned missiles have been moved into the Suez Canal ceasefire. We have evidence that they have moved these missiles?"

ROGERS: "Yes, we have evidence that they have moved missiles in. The evidence is conclusive that they've moved missiles in. When I say they, I mean the S.A.M.3 sites constructed since the day of the ceasefire, and we're convinced beyond a doubt that the Soviet personnel are to assist in the construction and manning of those sites. It's interesting to notice that in the discussions that we've had with other governments the question of whether there have been other violations and whether the Soviet Union has been involved in the violation has never arisen. We've taken for granted that that's a case. When I talk to Mr Gromyko I can give him the evidence of the violations."
