    In Cairo, the Libyan leader, Colonel Maummar Gaddafy, continues his surprise visit, designed to dispel misgivings in Egypt about the planned merger with his country. The planning reaches its climax on September I, when a plebescite on the proposed union will be taken in both countries. On Wednesday (July 4) Colonel Gaddafy was to attend a special meeting of the Egyptian Cabinet devoted to discussion of a high-level report on measures to be taken before the plebescite. Colonel Gaddafy, in company with Egyptian President Anwar Sadat has also held marathon session with leaders of the Arab Socialist Union (A.S.U.) -- Egypt's only political organisation. There have been talks with newsmen too. However, the Colonel has met opposition to merge on his terms. A number of A.S.U. leaders, intellectuals and journalists have called for a federal union first. They believe this wold avoid an abortive association like the Egyptian-Libyan merger. The Colonel is reported to be bitter about what he considers the unenthusiastic Egyptian reception to his unity plane. Observers in Cairo believe the main point of disagreement could be Colonel Gaddafy's cultural revolution, based on strict Islamic laws. Many Egyptians feel such a revolution would not work in their country -- and fear it would harm the tourist trade.
