    CHICHESTER-CLARK: "WELL, I CAN ONLY SAY THAT THE PARTY HAVE BEEN KIND ENOUGH TO TAKE THE, THE PARLIAMENTARY PARTY HAVE BEEN KIND ENOUGH TO TAKE THE FIRST STEP THIS MORNING, THEY HAVE GIVEN ME A UNANIMOUS VOTE AND PROMISED A UNANIMOUS SUPPORT AND I THINK THIS IS A STEP IN THE RIGHT DIRECTION AND IT'S UP TO ME.....

    CHICHESTER-CLARK: MY POSITION ON ONE MAN ONE VOTE IS PERFECTLY CLEAR. THE PARLIAMENTARY PARTY DECIDED THAT LAST WEEK THAT ONE MAN ONE VOTE WOULD BE GIVEN IN 1971 OR AT THE NEXT LOCAL GOVERNMENT ELECTION, THE HOUSE OF COMMONS CONFIRMED IT, AND AS FAR AS I'M CONCERNED THERE'S NOT GOING BACK."

    MAJOR CHICHESTER-CLARK, LIKE HIS PREDECESSOR CAPTAIN TERENCE O'NEILL, IS A PRODUCT OF EXCLUSIVE ETON SCHOOL AND A FORMER OFFICER IN THE ELITE IRISH GUARDS REGIMENT. HE HAS BEEN A MEMBER OF THE NORTHERN IRELAND PARLIAMENT SINCE 1960; IS MARRIED WITH TWO DAUGHTERS AND A STEPSON; AND SPENDS HIS SPARE TIME SHOOTING, FISHING AND SKIING.

    THE 46-YEAR-OLD NEW PREMIER, SUCCEEDS CAPTAIN O'NEILL, WHO STOOD DOWN LAST MONDAY (APRIL 28) BECAUSE OF FIERCE OPPOSITION WITHIN THE PARTY AGAINST HIS PLANS TO REFORM THE LOT OF NORTHERN IRELAND'S MINORITY CATHOLICS. MAJOR CHICHESTER-CLARK HIMSELF RESIGNED AS MINISTER OF AGRICULTURE OF MR. O'NEILL GOVERNMENT LAST WEEK BECAUSE HE DISAGREED WITH THE PRIME MINISTER'S TIMING FOR THE INTRODUCTION OF THE REFORMS, NOT THE REFORMS THEMSELVES.

    THE RESULT OF THE PARLIAMENT PARTY'S POLL WAS ANNOUNCED BY UNIONIST CHIEF WHIP ROY BRADFORD:
    THE NEW PRIME MINISTER, WHOSE CLOSE WIN WAS RATIFIED BY A SECOND UNANIMOUS VOTE OF SUPPORT FROM THE MEMBERS OF PARLIAMENT, THEN ADDRESSED THE PRESS:
