    The Israeli Prime Minister, Mr. Menachem Begin, has denied there's a rift in his government over the latest stage of the Middle East peace negotiations. His denial came after a cabinet meeting which was not attended by his Foreign Minister, Moshe Dayan.

    SYNOPSIS: The meeting at the Prime Minister's office in Jerusalem, was scheduled for Tuesday the day after Mr. Begin arrived back from the Christmas talks in Egypt. Earlier, Mr Begin had briefed the United States Ambassador and spoken on the phone to President Carter. Mr. Dayan's absence from the meeting was officially attributed to technical reasons. But he had spoken earlier in gloomy terms of the serious obstacles in the way of a settlement, a view not shared in public statements by the Prime Minister, and the Defence Minister, Mr. Wiezman, But other politicians are still pessimistic, among them Shimon Peres, the Labour Party Leader.

    PERES: "Basically I believe that there is no solution for the West Bank without the participation of Jordan. I mean it is only with Jordan that we can organise the defence of the area in a practical way for both sides. I think we must be a little bit more large in the way of giving automony and (indistinct) to the people of the West Bank. And I believe the best solution may be a meeting of the three countries, Jordan, Egypt and Israel."
    Meanwhile, Mr. Hamdi Kadi, the prominent West Bank arab official who was shot dead in Ramallah on Monday, has been buried there, Mr. Kadi was a military government official in change of education in the town, and was killed in burst of gunfire from a passing car. A military government spokesman said they believed Mr. Kadi was killed for political reasons, because of his good relations with the military authorities.

    A large crowd of mourners turned out for the funeral, and fears of a big demonstration by militant Palestinians proved groundless.
