    NEGOTIATED WITHIN THE FRAMEWORK OF GATT, THE AGREEMENT IS TO BE INITIALLED IN GENEVA. ACCORDING TO GATT RULES, DETAILS MAY NOT BE ANNOUNCED BEFORE THE TREATY IS SIGNED BUT IT IS THOUGHT THAT TALKS CENTRED ON THE COMMON MARKET OFFER TO CONSOLIDATE 20 PER CENT LINEAR TARIFF CUTS ON INDUSTRIAL GOODS, WHICH HAVE IN FACT APPLIED SINCE JANUARY 1, 1961.

    AMERICA IS BELIEVED TO HAVE INSISTED THAT ARRANGEMENTS FOR THE SALE OF WHEAT, FEED GRAINS, TOBACCO, AND LIVESTOCK SHOULD BE REVIEWED IF THE NEW COMMON AGRICULTURAL POLICY OF THE SIX LATER THREATENS TO DIMINISH AMERICA'S TRADITIONAL SHARE OF THE EUROPEAN FOOD MARKET.
