    THE UNITED STATES YESTERDAY (WEDNESDAY) DELIVERED TO INDIA THREE C-119 HEAVY TRANSPORT AIRCRAFT IN A HAND-OVER CEREMONY AT NEW DELHI AIRPORT. THE THREE PLANES ARE THE FIRST OF 24 C-119-- POPULARLY KNOWN AS "FLYING BOX-CARS"-- BEING PRESENTED TO INDIA.

    MR. B.E. TIMMONS, AMERICAN CHARGE D'AFFAIRS, WELCOMED THE THREE CREWS AND THEN HANDED OVER A LOGBOOK FOR THE PLANES TO MR. RAGHURAMIAH, INDIAN MINISTER FOR DEFENCE PRODUCTION. MR TIMMONS SAID THE DELIVERY OF THE PLANES SYMBOLIZED THE ASSURANCE GIVEN BY PRESIDENT KENNEDY TO PRESIDENT RADHAKRISHNAN LAST WEEK THAT INDIA COULD RELY ON EFFECTIVE AMERICAN ASSISTANCE FOR DEVELOPMENT AND DEFENCE.

    WITH THE THREE PLANES CAME MORE THAN 3,000 POUNDS OF SPARES AND EQUIPMENT TO SERVICE OTHER C-119'S ALREADY IN OPERATION WITH THE INDIAN AIR FORCE.

    IN WASHINGTON TODAY, THE U.S. DEFENCE SECRETARY, MR. ROBERT MCNAMARA, TOLD A SENATE COMMITTEE THAT AMERICA HAD COMPLETED THE FUNDING OF THE 60 MILLION DOLLARS WORTH OF ARMS AID TO INDIA AGREED UPON AT NASSAU LASAT DECEMBER BY PRESIDENT KENNEDY AND THE BRITISH PRIME MINISTER, MR. MACMILLAN.
