    Background: ONE OF THE HIGHEST-RANKING OFFICERS CONTROLLING VIET CONG OPERATIONS IN SOUTH VIETNAM, COMMISSAR NGUYEN THUY, WAS REPORTED TODAY (FRIDAY) TO HAVE SURROUNDED TO THE GOVERNMENT FORCES. THE VIET CONG STAGED SEVERAL SUCCESSFUL GUERILLA ATTACKS RECENTLY, AND VIRTUALLY CONTROL A NUMBER OF THE ROADS TO SAIGON, INCLUDING THE ROAD FROM DALAT, WHICH IS SOME 190 MILES (ABOUT 300 KILOMETRES) FROM SAIGON.

    HARDLY ANY GOVERNMENT VEHICLES ARE SEEN THESE DAYS ON THE DALAT-SAIGON ROAD, WHICH IS MAINLY USED BY COMMERCIAL TRAFFIC. IT TURNS THROUGH DENSE JUNGLE COUNTRY AND HILLS, WHERE AMBUSHES CAN BE EASILY SET UP. SOME DRIVERS CLAIM THAT THEY HAVE BEEN STOPPED ON THE ROAD BY THE VIET CONG, AND "TAXED" FOR ITS USE.

    THE VIET CONG OFTEN FELL TREES ACROSS THE ROAD AND SET UP OTHER OBSTRUCTIONS. SUCH AN OBSTRUCTION, INCLUDING A FELLED TREE AND TWO MOUNDS OF EARTH, WAS ENCOUNTERED BY TRAFFIC TRAVELLING TO SAIGON EARLIER THIS WEEK. WRITING LEFT ON THE ROAD BY THE VIETCONG WARNED THAT THE ROAD HAD BEEN MINED.

    GOVERNMENT TROOPS WERE BROUGHT IN TO HELP CLEAR THE OBSTRUCTION. A SOLDIER FIRED HIS RIFLE INTO THE EARTH MOUNDS IN AN ATTEMPT TO SET OF MANY MINES THAT MAY HAVE BEEN BURIED THERE. THEN THE TROOPS BEGAN TO CHOP UP THE TREE AS VIETNAMESE CIVILIANS REMOVED THE EARTH.

    THE FIRST OBSTRUCTIONS PROVED TO BE SAFE, BUT ANOTHER EXPLODED WHEN A MINE BURIED IN IT WAS STRUCK BY A PICK-AXE. THREE SOLDIERS AND TWO CIVILIANS WERE SERIOUSLY INJURED IN THE EXPLOSION, AND WERE RUSHED TO THE HOSPITAL AFTER BEING GIVEN ON-THE-SPOT MEDICAL AID.
