    A PROMINENT MEMBER OF SOUTH VIETNAM'S NATIONAL ASSEMBLY, DR PHAN QUANG DAN, WAS INJURED IN BOTH LEGS ON TUESDAY (27 DEC 66) WHEN HIS CAR BLEW UP BENEATH HIM AS HE STARTED THE VEHICLE OUTSIDE HIS HOME IN SAIGON.

    DR. DAN SAID THE EXPLOSION WAS CAUSED BY A PLANTED PLASTIC CHARGE OR SIMILAR EXPLOSIVE. TWO VIETNAMESE CIVILIANS NEARBY WERE SERIOUSLY INJURED IN THE BLAST AND THE CAR WAS DEMOLISHED IN THE BLAZE THAT FOLLOWED.

    DR. DAN, A FORMER NEWSPAPER PUBLISHER, IS AN INDEPENDENT MEMBER OF THE ASSEMBLY WHICH IS DRAWING UP A NEW CONSTITUTION FOR THE COUNTRY.

    HE WAS ARRESTED IN 1960 DURING THE NGO DINH DIEM REGIME AND IMPRISONED FOR THREE YEARS FOR A COUP ATTEMPT AGAINST THE GOVERNMENT.

    DR. DAN, AGED 48, IS THE SECOND VICTIM OF TERRORIST ATTACKS ON NATIONAL ASSEMBLY MEMBERS THIS MONTH.
