    BRITISH PRIME MINISTER HAROLD WILSON FLEW INTO LONDON TODAY (SUNDAY) AFTER HIS WEEKEND TALKS WITH MR. IAN SMITH ABOARD A CRUISER IN THE MEDITERRANEAN. HE TOLD AN AIRPORT PRESS CONFERENCE THAT THE TALKS HAD RESULTED IN A "WORKING DOCUMENT" AND BOTH SIDES WOULD DECIDE BY MONDAY MORNING WHETHER IT WAS TOTALLY ACCEPTABLE.

    SPEAKING TO REPORTERS A - LONDON AIRPORT, MR WILSON SAID THERE WAS NO REASON WHY THIS DOCUMENT SHOULD NOT PROVIDE A BASIS, UNAMENDED, OF A SETTLEMENT. HE STRESSED THAT THE PERIOD AHEAD WOULD BE CRUCIAL SINCE BOTH SIDES HAD AGREED TO DECIDE BY 10 A.M. (GMT) ON MONDAY IF THE DOCUMENT SHOULD BE ACCEPTED IN ITS ENTIRETY.

    THE TWO CHIEF PRINCIPLES, WHICH IN THE PAST HAD PROVED MAJOR STUMBLING BLOCKS, WERE THAT RHODESIA'S 250,000 WHITES MUST NOT IMPEDE MAJORITY RULE BY ITS FOUR MILLION AFRICANS, AND THAT ANY SETTLEMENT MUST BE ACCEPTABLE TO RHODESIAN AS A WHOLE.

    MR WILSON SAID THE DOCUMENT WAS WITHIN THE TERMS OF SPECIAL COMMUNIQUE ON RHODESIA ISSUED DURING THE COMMONWEALTH PRIME MINISTER' CONFERENCE LAST SEPTEMBER, WHICH SET OUT CERTAIN CONDITIONS FOR A SETTLEMENT. IT PLEDGED BRITAIN TO STIFFEN ECONOMIC SANCTIONS AGAINST RHODESIA THROUGH THE UNITED NATIONS BY THE END OF THIS YEAR IF NO SETTLEMENT WAS REACHED.
