    The annual Notting Hill Carnival, a Caribbean festival of music and dance will be held in London over the United Kingdom Bank holiday week-end beginning on 25th August. Since violent eruptions at the Carnival in 1976, between black youths and police, the weeks preceding the event are now filled with tension as the police and organisers try to anticipate the problems of controlling the thousands of people who pour into the small area of West London. Some say the London Carnival is a place where cultural, class and racial tensions rub together. One of the organisers Mr. Merle Major spoke to Visnews reporter, John Darby about the plans for the 1978 Carnival.

    SYNOPSIS: A traditionally good-natured and festive atmosphere at the Carnival changed in the summer of 1976 when battles between police and young blacks lead to 600 people being injured. There were 84 arrests. It was said to have started when a policeman tried to arrest a young black accused of purse snatching. But Carnival organiser Mr. Major is hoping this year's festival will be calm.
