    Tanzania and Zambia have boycotted the 20th East African College Seminar, which opened in Uganda's capital kampala on Monday (13 Sept ) at Parliament House.

    In the current dispute between their two countries, Uganda's President Idi Amin has accused President Julius Nyerere of Tanzania of allowing ousted Ugandan leader Milton Obote to use Tanzania as a base for guerilla attacks on Uganda.

    General Amin has also charged President Nyerere with obstructing the appointment of Ugandan officials of organisations of the East African Community.

    The community links Uganda, Kenya, and Tanzania in an economic co-operation pact, and its seminars are usually attended by Zambia, although it is a non-member.

    The Staff exists to allow administrators and businessmen form member countries to study management and East African regional co-operation.

    SYNOPSIS: Tanzania and Zambia have boycotted the 20th East African College Seminar which opened in Uganda's capital kampala on Monday, at Parliament House. Director of the College Mr. R.F. Roper addressed an opening assembly from which Tanzania, a senior member with kenya and Uganda of the East African community was absent, along with Zambia, non-member which has regularly sent a representative. In the current dispute between their two countries, Uganda's President Idi Amin has accused President Julius Nyerere of Tanzania of allowing ousted Ugandan leader Milton Obote to use Tanzania as a base for guerilla attacks on Uganda. The East African Community is one of the most effective inter-territorial bodies in the world. The purpose of its Staff College is to enable the Community's top-level civil servants and businessmen to study management and administration, and the East African framework of development and regional co-operation.

    The College is financed mainly by fee-income from the community, with the salaries of the Director and Research officer being paid by the British Government as part of its Commonwealth aid programme. The United States Ford Foundation provides the service of a consultant and also finances the annual Inter-African Public Administration Seminar. The Staff College Seminar is held three times a year, on rotation in the three member states.
