The 78th Session of the Vietnam Peace Talks in Paris began on Thursday (6 August) with renewed efforts to reach a negotiated settlement. The session marked the first appearance of America's new Chief Negotiator, Mr. David Bruce.
It was the first time Mr. Bruce has met the "Hanoi" and Viet Cong delegations, and he made urgent appeals to them for further joint efforts to end the fighting in Vietnam. Mr. Bruce.....a former United States Ambassador to London....did not present any basic changes in the American position, but his approach, and that of the "Saigon" delegation, are thought to differ slightly.
Mr. Bruce is not expected to begin his most significant soundings, or to seek private talks, until Hanoi sends a top negotiator back to Paris. The former head of that delegation returned home last May, charging that the American President had downgraded the Talks by failing to name a successor to Mr. Henry Cabot Lodge who resigned as Chief American Negotiator 8 months ago.
After Mr. Bruce's first speech at today's Talks, Hanoi's delegate....Nguyen Minh Vy...said he detected nothing new in what had been said.
