    In Brazzaville, the second Congress of the Union of Congolese Socialist Youth closed on Thursday (10 May).

    The week-long conference was addressed among others by President Marien Ngouabi, by M. Pierre Nze, the member of the Congolese Workers Party Politburo in charge of Propaganda, and by M. Jean-Jules Okabando, secretary of the General Committee of the Union of Congolese Socialist Youth.

    In his speech, M. Oksbando said that Young Congolese were facing their country's problems with a spirit of militant understanding and a high level of ideological appreciation.

    Their password must be discipline -- in their organisation, at school, at work, in their ranks and in their elite. He warned that their movement contained left-wingers who weaked its spirit and discipline with pseudo-revolutionary words.

    M. Okabando said that a characteristic trait of these people was their instability and adventurousness. A prime example, he said, was former Lisut. Ange Diawara who last year led an abortive coup against President Ngouabi.

    M. Nze told the Congress that the Congolese Workers Party was putting forward a programme of decolonisation and fighting imperialistic pillage, and a programme of education to achieve an independent socialist Congo.

    President Ngouabi, he added, wanted those at the Congress and the people of the Congo to leave behind them their period of uncertainty and direct their efforts towards achieving these objectives.

    The party wanted a united youth as a base for its immediate and long-term interests but they must work and live the life of the people.

    President Ngouabi, who spoke on the second day of the Congress, attacked what he called "French capitalism". He appealed to the Young Socialists to fight the "neocolonial structures imposed by, or inherited from, French colonialism".

    Another speaker was Emile Bongouande, President of the Congress Praesidum.
