    Background: Dock strikers along the East Coast and the Gulf of Mexico in the United States returned to work on Monday (November 29) -- under Federal Court orders obtained by the Government. The orders, which remain in operation for ten days while investigations into the dispute continue, were sought after the Government blamed the strike for the country's October balance-of-payments deficit -- the highest since the 1930's. The two-month old strike began after employers began moves to abolish the guaranteed annual wage system.
