    MAXIMUM SECURITY PRECAUTIONS WERE IN EFFECT YESTERDAY (TUESDAY), AS 26 FORMER SOUTH VIETNAMESE ARMY OFFICERS WENT ON TRIAL IN SAIGON. THEY WERE CHARGED WITH BEING INVOLVED IN LAST FEBRUARY'S ABORTIVE COUP D'ETAT. MORE THAN 100 HEAVILY ARMED TROOPS AND POLICE WERE POSTED IN AND AROUND THE CIVILIAN TRIBUNAL WHERE A SPECIAL MILITARY COURT IS TRYING THE ACCUSED.

    APART FROM THE 26 ACCUSED, 19 OTHERS, ALL BUT FOUR OF THEM FORMER OFFICERS, WERE ALSO ACCUSED AND ARE BEING TRIED IN ABSENTIA. AMONG THOSE STILL AT LARGE ARE THE LEADERS OF THE COUP, BRIGADIER-GENERAL LAM VAN PHAT, FORMER INTERIOR MINISTER AND COLONEL PHAM NGOC THAO, ONCE HEAD OF THE COMMUNIST VIETMINH'S INTELLIGENCE IN THE WAR AGAINST THE FRENCH AND MOST RECENTLY PRESS ATTACHE AT THE SOUTH VIETNAMESE EMBASSY IN WASHINGTON.

    THE COUP ATTEMPT WAS LAUNCHED AT MIDAY ON FEBRUARY 19 WHEN TROOPS COMMANDED BY THE REBEL OFFICERS OCCUPIED KEY POSTS IN SAIGON. IT WAS PUT DOWN THE FOLLOWING DAY BY LOYAL GENERALS WHO BROUGHT OTHER TROOPS INTO THE CITY. THE GENERALS WHO PUT DOWN THE COUP USED THE OCCASION TO OUST FORMER ARMY STRONGMAN, LIEUTENANT-GENERAL NGUYEN KHANH, FROM ITS POST AS COMMANDER-IN-CHIEF OF THE ARMED FORCES.

    SEVERAL OF THE PANEL OF 17 LAWYERS DEFENDING THE ACCUSED CLAIMED THAT THE CONSTITUTIONS OF THE COURT WAS ILLEGAL. THEY CLAIMED THAT SINCE THE ALLEGED COUP TOOK PLACE IN THE AREA OF THE ARMY 111 CORPS, WHICH INCLUDES SAIGON, IT COULD NOT BE PRESIDED OVER BY AN OFFICER FROM IV CORPS. THEIR OBJECTION WAS OVERRULED. THE TRIAL CONTINUES.
