    Universal respect for human rights is inseparable from world peace. Indeed, most of us regard peace as the supreme right of all. We should therefore recognize that at the root of all strife and tyranny, in the present as in the past, lies a violation of human rights in one form or another. Gross violations of human rights still occur. The fact that these violations and injustices persist serves to remind us of the age-long needs which found expression in the Universal Declaration 18 years ago and of the reason why we must use this day re-dedicate ourselves to the cause of reason and of faith in the humanity of Man to Man.

    We must ask ourselves very objectively whether humanity - this civilization of ours - has indeed entered the Age of Human Rights. The answer will remain no, until there is universal implementation of the principles in the Universal Declaration.

    It is true that in this matter of human rights and justice the past will always seem imperfect and inadequate, while the present serves only as a long dimly-lit passage leading to brighter and greater achievements in the future. Yet as we look forward to emerging into an era of fulfilment to follow the present era of promise we should recognize that this can come about solely through the instrumentality of the United Nations. Indeed, only a world organization can assume the responsibility of world guarantor of human rights and if the United Nations can be said to have an ideology, certainly that ideology, surpassing all others, must be Human Rights.
