THE SENATOR WAS SPEAKING TO A PRESS CONFERENCE GIVEN AFTER FIVE DAYS IN THE JOHANNESBURG AREA ON A PRIVATE VISIT.

    MR. GOLDWATER, WHO WAS BEEN FILMING WILD LIFE, HAD LUNCH THE SAME DAY WITH SOUTH AFRICA'S FOREIGN MINISTER, DR. HILGARD MULLER. SPEAKING AT THE CONFERENCE, THE SENATOR SAID THAT FROM WHAT HE HAD SEEN, SEPARATE DEVELOPMENT HAD A CHANGE.

    "IT WOULD BE WRONG TO SET A TIME LIMIT ON A SEPARATE DEVELOPMENT", HE ADDED. "YOU CANNOT PUT TIME LIMITS ON HISTORY OF ACTS OF GOD". MR. GOLDWATER CONTINUED:
