    Israeli Prime Minister Menachem Begin, in the United States for talks with President Carter, has said he is determined that Palestinian guerrillas will never again use southern Lebanon as a staging post for attacks on his country. Mr. Begin, who is due to meet the President on Tuesday (21 March) and Wednesday (22 March), told newsmen on his arrival at New York's Kennedy Airport on Sunday (19 March), that the question of how to prevent a return of the Palestine Liberation Organisation (PLO) to the area would be a major topic in the talks.

    SYNOPSIS: Mr. Begin was originally to have held talks with President Carter last week, but he delayed his trip because of the guerrilla attack on Israel.

    Accompanying Mr. Begin on his trip to the United States is Israeli Foreign Minister Moshe Dayan. Their arrival coincided with the decision of the United Nations Security Council to send an international peace-keeping force to southern Lebanon.

    The Unites States and Israel are at odds over the southern Lebanon issue, and before leaving Kennedy Airport Mr. Begin explained to newsmen why his government had decided to send in troops.
