    MRS. GANDHI: We don't have agreements for discussion with other countries on the basis of gain and loss. This is a very narrow-minded and shortsighted way of looking at any governmental action. The question before us is, is it in the interest of India and Pakistan to work in co-operation, or is it in their interest to have continued confrontation? In the short-term interest as well as the long-term interest the Simla agreement is a beginning. I wouldn't call it more than that. But a beginning is important when you consider what has gone before it. Earlier a question was asked about the United Nations, now we know all these years it has not contributed to more peaceful or normal relations or the solution of anything in this area.

    But she added that where India and Pakistan went from this point depended on many things, and that Pakistani prisoners captured in the war last December would not be returned until India was assured of people.
