    KING HASSAN II OF MOROCCO HAS ANNOUNCED A NEW GOVERNMENT WITH HIMSELF AS PRIME MINISTER. TWELVE OF THE 20 MINISTERS IN THE NEW CABINET WERE IN THE PREVIOUS GOVERNMENT, 10 OF THEM RETAINING THE SAME POSTS, AND SEVEN WERE NEWCOMERS.

    THE KING'S MOVE FOLLOWS HIS FAILURE TO BRING ABOUT A RECONCILIATION BETWEEN OPPOSITION PARTIES IN MOROCCO TO FORM A COALITION THAT COULD DEAL WITH THE COUNTRY'S ECONOMIC DIFFICULTIES. HE SAID THE PARTIES MADE DEMANDS HE COULD NOT SATISFY AND LAID DOWN CONDITIONS THAT COULD NOT BE AGREED TOO.

    KING HASSAN OPENED NEGOTIATIONS WITH PARTY LEADERS AFTER RIOTS LAST MARCH IN CASABLANCA, RABAT AND FEZ. HE TOOK OVER THE GOVERNMENT AND DECLARED A STATE OF EMERGENCY ON MONDAY. CONSTITUTIONAL AMENDMENTS ARE EXPECTED TO BE PUT TO THE MOROCCAN PEOPLE LATER IN A REFERENDUM.
