    FIRST RESULTS IN ZAMBIA'S CRUCIAL CONSTITUTIONAL REFERENDUM, WHICH TOOK PLACE YESTERDAY, (17 JUNE) SUGGEST AN IMMINENT VICTORY FOR THE GOVERNMENT PARTY.

    THE REFERENDUM WILL DECIDE THE POWERS OF THE GOVERNMENT. IF IT GAINS A 'YES' TO THE REFERENDUM PROPOSALS FROM HALF THE 1,600,000 ELECTORATE, THEN PRESIDENT KENNETH KAUNDA'S UNITED NATIONAL INDEPENDENCE PARTY GOVERNMENT WILL BE ABLE TO CHANGE ANY SECTION OF THE ZAMBIAN CONSTITUTION BY A TWO THIRDS MAJORITY IN THE NATIONAL ASSEMBLY. AT PRESENT ENTRENCHED CLAUSES CAN ONLY BE ALTERED BY A REFERENDUM.

    THE GOVERNMENT PARTY CARRIED THROUGH A MASSIVE PUBLICITY CAMPAIGN TO EXPLAIN THE REFERENDUM AND TO PERSUADE PEOPLE TO VOTE 'YES'. IT SEEMS TO HAVE SUCCEEDED. VOTING IN THE COPPER-BELT AND NORTHERN AND LUAPULA PROVINCES, ALWAYS PRO-UNIP, HAS BEEN HEAVY. THE OPPOSITION PARTY, THE AFRICAN NATIONAL CONGRESS, HAVE BEEN CAMPAIGNING FOR A 'NO', BUT THOUGH THEY HAVE GAINED A MAJORITY IN THEIR TRADITIONAL STRONGHOLD OF CHOMA, THEY HAVE LITTLE HOPE OF VICTORY.
