    THE ORGANISATION OF AMERICAN STATES IS MEETING IN WASHINGTON TO SET UP PROCEDURES FOR THE ADMISSION OF NEW MEMBERS.

    THE OAS HAS NO PROCEDURE FOR ADMITTING NEW MEMBERS, NOR HAVE ANY OTHER NATIONS APPLIED FOR MEMBERSHIP. HOWEVER, JAMAICA AND TRINIDAD-TOBAGO ARE EXPECTED TO APPLY SHORTLY, SEEKING BOTH FULL RECOGNITION AS INDEPENDENT WESTERN HEMISPHERE NATIONS WITH A VOICE IN HEMISPHERIC AFFAIRS AND THE BENEFITS OF OAS MEMBERSHIP. THESE INCLUDE TECHNICAL ASSISTANCE, LOANS FROM THE INTER-AMERICAN BANK AND SO ON. CANADA IS ALSO BELIEVED TO BE INTERESTED.

    ARGENTINA AND GUATEMALA HAVE LED RESISTANCE TO THE ADMISSION OF NEW MEMBERS, BASING THEIR OPPOSITION ON THE CONTENTION THAT JAMAICA AND TRINIDAD-TOBAGO ARE TOO CLOSELY TIED TO BRITAIN TO DESERVE MEMBERSHIP, EVEN IF THEY BECOME INDEPENDENT. BEHIND THIS OPPOSITION IS REPORTED TO BE A LONG-STANDING DISPUTE BETWEEN GUATEMALA AND GREAT BRITAIN OVER THE FALKLAND ISLAND; BETWEEN GUATEMALA AND BRITAIN OVER BRITISH HONDURAS; AND BETWEEN VENEZUELA AND BRITAIN OVER BRITISH GUIANA. THE THREE NATIONS ARE SAID TO FEEL THAT IF THE LISTED LATIN AMERICAN TERRITORIES JOIN THE OAS AS INDEPENDENT NATIONS, ALL THE TERRITORIAL CLAIMS TO THEM ON THE PART OF ARGENTINA, GUATEMALA AND VENEZUELA WILL BE WIPED OUT.

    THE CONFERENCE WHICH ENDED ON FRIDAY WAS EXPECTED TO ADOPT AN ARGENTINE RESOLUTION PERMITTING THE ADMISSION OF NEW MEMBERS BY APPROVAL OF TWO-THIRDS OF THE MEMBER STATES WITH THIS EXCEPTION: AN "ENTITY" WHICH ARISES FROM A TERRITORY IN CONTENTION OR CONTROVERSY WILL NOT BE ADMITTED UNTIL THE CONTENTION IS "SETTLED". THE WORDAGE OF THE EXCEPTION IS BEING DELIBERATELY KEPT VAGUE.

    THE RESOLUTION WOULD HAVE THE LONG-RANGE EFFECT OF KEEPING THE THREE TERRITORIES OUT OF THE OAS SHOULD THEY GAIN INDEPENDENCE UNTIL ALL "CONTROVERSY" IS SETTLED. OBSERVES SAY THE CONTROVERSY WOULD BE SETTLED WHEN THE LATIN AMERICAN NATIONS CLAIMING THE THREE TERRITORIES RELINQUISH ALL CLAIMS.

    THE RESOLUTION WAS SPONSORED BY RICARDO M. COLOMBO OF ARGENTINA. THE PRESIDENT OF THE SESSION IS ALSO FROM ARGENTINE; SN. ANGEL ZAVALA ORTIZ, THE MINISTER OF STATE OF FOREIGN RELATIONS AND CULTURE OF ARGENTINA. IT IS SUPPORTED BY THE UNITED STATES.
