    PRESIDENT GAMAL NASSER, SPEAKING AT THE SECOND NATIONAL CONGRESS OF THE ARAB SOCIALIST UNION, BEING HELD AT CAIRO UNIVERSITY, YESTERDAY (SUNDAY) WARNED THAT THE SITUATION IN THE MIDDLE EAST HAD ENTERED A DANGEROUS PHASE AND THERE WAS A POSSIBILITY OF A CLASH WITH ISRAEL. HE TOLD THE 1,700 CHEERING DELEGATES TO THE THREE DAY CONGRESS THAT VICTORY WOULD BE DIFFICULT, BUT IT WAS THE ONLY ROAD TO BE TAKEN.

    THE NATIONAL CONGRESS WAS HOLDING ITS FIRST ANNIVERSARY SESSION OF PRESIDENT NASSER'S MARCH 30 REFORM PROGRAMME.

    THE PRESIDENT, SPEAKING AT THE FINAL MEETING OF THE CONGRESS, SAID THAT WAR HAD TO BE FOUGHT WHEN IT WAS IMPERATIVE AND WHERE THERE WAS NO OTHER WAY OUT.

    REFERRING TO THE PROPOSED BIG-POWER TALKS ON THE MIDDLE EAST IN NEW YORK, THE PRESIDENT SAID THAT EGYPT PINNED GREAT HOPES ON THE UNITED NATIONS, ON THE FOUR-POWER TALKS AND ON WORLD OPINION. BUT THE GREATEST HOPE WAS PINNED ON THE STRENGTH OF THE ARAB TROOPS AND THE PALESTINE RESISTANCE MOVEMENT.

    AT THE COMPLETION OF ITS FINAL SESSION, THE CONGRESS DECLARED THAT EGYPT MUST STILL BE READY TO FACE A POSSIBLE NEW ROUND OF HOSTILITIES WITH ISRAEL, SHOULD BIG-POWER EFFORTS TO SOLVE THE CRISIS FAIL.

    IT APPROVE SOCIAL AND INDUSTRIAL MEASURES RANGING FROM GOVERNMENTAL TO LOCAL THAT ARE EXPECTED TO REACH ALMOST EVERY FACET OF NATIONAL LIFE.
