    TEN THOUSAND REGISTERED VOTERS IN ADEN GO TO THE POLLS ON FRIDAY TO SELECT 16 CANDIDATES IN THE FIRST LEGISLATIVE COUNCIL ELECTIONS SINCE 1959.

    CAMPAIGNING HAS BEEN INTENSE IN THE LAST WEEK. NO POLITICAL MEETINGS ARE ALLOWED SO CANDIDATES EXPLAIN THEIR POLICIES BY DIRECT CANVASSING. THERE ARE EIGHTEEN REGISTERED POLITICAL PARTIES, BUT NOT ALL SUPPORT THE ELECTIONS. THE PEOPLE'S SOCIALIST PARTY AND THE SOUTH ARABIAN LEAGUE HAVE CALLED FOR A BOYCOTT ON ELECTION DAY, AS MANY OF THEIR MEMBERS DO NOT HAVE THE VOTE. ONLY ADEN-BORN MEN, NOT WOMEN, OVER 21, WITH PROPERTY OR CASH WORTH AT LEAST GBP25 ARE ENTITLED TO BE REGISTERED.

    ONE MAN WHO IS STANDING FOR ELECTION IS KHALIFA HASSAN. KHALIFA, WHO CANNOT CANVASS VOTERS BECAUSE HE IS DETAINED IN A CELL IN ADEN PRISON. HE HAS BEEN CHARGED WITH THROWING THE BOMB THAT KILLED TWO PEOPLE LAST DECEMBER AS ADEN AND SOUTH ARABIAN FEDERAL MINISTERS WERE ABOUT TO BOARD A PLANE FOR CONSTITUTIONAL TALKS IN LONDON. HE IS DETAINED UNDER EMERGENCY REGULATIONS.

    THE PRESENT RULING PARTY IS THE UNITED NATIONAL PARTY, LED BY MR. ZAIN BAHAROON. WITH THE OTHER LEADING PARTY, THE PEOPLE'S CONGRESS PARTY, THE UNP SUPPORTS THE ELECTIONS.
